Born in Galicia, Ukraine, Poland (1879-1962), he immigrated to Israel in 1920 after graduating from the Chernivtsi School of Architecture. The best known building that Cherner designed is the town hall - the old town hall of Tel Aviv and its name appears on a sign in front of the building . In addition to many private homes, he also designed the Ohel Shem House at 30 Balfour Street, which was home to the Israel Philharmonic Orchestra until it moved to Heichal HaTarbut (the Hall of Culture).
