אחרי מלחמת העולם הראשונה התקיים בארץ ממשל צבאי בריטי, אולם במהלך 1920 הוקמה הממשלה האזרחית בארץ ישראל, שהפכה לימים לממשלת המנדט הבריטי. בראש כל ממשלה מקומית הופקד נציב עליון. ב-30 ביוני 1920, עם כניסתו לתפקיד, הגיע לארץ הנציב העליון הראשון, הרברט סמואל, שאת נסיעתו הראשונה לירושלים עשה ברכבת חגיגית שיצאה מיפו.

After World War I, Palestine came under Britsh military rule. However, in 1920, a civilian government was established, which eventually became the British Mandate government. All local British administrations were headed by whigh commissioners. On June 30, 1920, the first high commissioner of Palestine, Herbert Samuel, entered the country to assume his post and traveled on a festive train from Haifa to Jerusalem.
