The sign is in the house where she lived - Sionah Tagger, painter, born in Jaffa, Israel (1900-1988).
One of Israel’s most important painters before and during the establishment of the state, and was even called "the first Hebrew painter"
She founded Kiryat Hamanim in Safed and lived in that city for many years (starting in 1951).
She was awarded the Freedom of the City of Tel Aviv award (1977).
