A memorial plaque on the Estonian government building, in memory of Estonian leaders who were killed by the communists mainly in 1940 when the Soviet Union invaded Estonia Among them are Friedrich Akel - the foreign minister who was executed in 1941, Ado Birk who served for 3 days as the government of Estonia and was executed in 1942, Kaarel Eenpalu - the prime minister who died in a Soviet labor camp in 1942, Jüri Jaakson - the prime minister who was executed in Russia in 1942 and many more others.
