STENBOCK HOUSE Seat of the Government and the State Chancellery of the Republic of Estonia
Stenbock House is the workplace of the Prime Minister and the venue for regular Government sessions. According in the Estonian Constitution, executive power is vested in the Government. The Prime Minister represents and heads the Government. The building also houses the State Chancellery that supports the Government and the Prime Minister in planning and implementation of policy. The Government and the State Chancellery were established in 1918, following the establishment of the independent Republic of Estonia. The Government held ita first session in Stenbock House on 8 August 2000. This stately building located an the north side of Toompea was originally designed by Johann Caspar Mohr as a courthouse of the Estonian Province. Upon its completion, however, in 1792 the building became the urban residence of Count Jakob Pontus Stenbock. Afterwards, the building was used for various purposes until 1891, when it was first put into use as a courthouse. Courts continued to operate in the building until 1987
To the left of the building’s main gate, attached to the wall is a commemorative plaque in memory of Estonian Prime Ministers and Members of the Government who lost their lives to Communist terror
