The garden was originally called the "Garden of the Menorah" because it housed the "Knesset Menorah" (the old building of the Knesset of Israel is located next to the garden). When the Knesset moved to its new home, the "Menorah" statue also moved, and in 1997, the year in which the current statue was displayed, the garden was named: The Horse Garden.
