The sign is on a pillar in the building where Shaul Biber lived - songwriter, playwright, born in Kiryat Anavim, Israel (1922-2013), immigrated to Israel in 1922.
In fact Saul Bieber was born when his parents were on their way to Israel.
In addition to writing, he was the head of the entertainment branch in the IDF, and as part of his role he actually founded the military bands.
