עבודות הקמת הנמל התבצעו ביום ובלילה, ובתחילת 1937 הושלמה בניית המעגנה. בניית הנמל כללה את חפירת המעגנה, הקמת מחסני סחורות, אולם נוסעים, מספנה ובית מלאכה.
נמל תל אביב הינו נמל ים פתוח, והפריקה והטעינה התבצעו בלב ים כאשר הסחורות הוכנסו לנמל באמצעות דוברות וגוררות.

Construction of the port was carried out day and night, and in early 1937 construction of the dock was completed. The construction of the port included the excavation of the dock, the establishment of warehouses, a passenger hall, a shipyard and a workshop.
Tel Aviv Port is an open sea port, and unloading and loading took place at sea when goods were brought into the port via barges and haulers.
