Born in Dnipro (Yekaterinoslav), Ukraine (1898-1971) Immigrated to Israel at a young age, enlisted in the Turkish army in World War I, but defected and joined the British army. He later traveled to the United States to Harvard University where he studied civil engineering. He worked in Tel Aviv, from his office located at 17 Bialik Street. He is known to have been a Jerusalem city engineer for a short time. His name sometimes appears as Penrov.
