Born in Odessa, Ukraine (1891-1965), immigrated to Israel in 1923. Studied architecture in Germany. He is best known as the designer of the The National Institutions in Jerusalem , in addition to the Beit Berl, buildings at the Technion in Haifa and for the Hebrew University of Jerusalem and more. Was active in the Haganah and was the head of the national headquarters of the Haganah. He is the man who conceived the wall and tower settlements. Upon the establishment of the IDF, he served temporarily as Chief of Staff for a short time, as well as as head of the Planning Division.
