The plaque commemorates the thousands of residents from the Caribbean who came to Britain after World War II to help rebuild it. They are named after the ship HMT Empire Windrush, a ship that in 1948 brought more than 1000 people from Jamaica to help rebuild Britain. The ship docked at Tilbury Docks, from where they arrived in London, probably Paddington Station.
