עקיבא אריה ויס עמד בראש ועד השכונה "אחוזת בית" עד שהוחלף על ידי מאיר דיזנגוף.

ויס עלה ארצה ב-1906, וביום בואו הצטרף לאספה של יהודי יפו ושכנע אותם להקים שכונה עברית חדשה במילים אלו: "כמו שהעיר ניו-יורק היא מסמנת את השער הראשי לכניסה לאמריקה, כך עלינו לשכלל את עירנו, והיא תהיה בזמן מן הזמנים לניו-יורק הארץ-ישראלית".

ויס ארגן גם את מה שנחשב לרגע הולדתה של תל-אביב: הגרלת מגרשי המשפחות המייסדות, שהתבצעה דרך רישום שמות המייסדים ומספרי המגרשים על גבי צדפים. ביתו של ויס נותר על תילו מאז ייסוד העיר ב-1909 - והוא עשוי, כראוי למעשהו המכונן, מלבנים משובצות בצדפים.

Weiss Residence
Akiva Arieh Weiss was the founder of the neighborhood committee.
In his vision of the new community that later became Tel Aviv, he wrote: "Just like the city of New York marks the main gateway to America, we must perfect our city, so that sometime in the future it will become the New York of the Land of Israel."
Weiss also organized Tel Aviv’s seminal moment- a lottery in which the city’s founders drew for plots of land using seashells. Weiss’s home remained intact since the city’s establishment in 1909 and, in line with his role in that event, is made of bricks with seashell inlays.

منزل عكيفا اريه فايس
كان عكيفا فايس مؤسس لجنة الحي . وضمن رؤيته المتمثلة في المجتمع الجديد الذي تحول فيما بعد إلى مدينة تل أبيب فإنه سطر الكلمات التالية : " أسوة بمدينة نيويورك التي تشكل بوابة الدخول الرئيسية لأمريكا ، يجب علينا تطوير مدينتنا لتشكل في يوم من الأيام النموذج الإسرائيلي ا لمدينة نيويورك " . كما رتب لقيام يانصيب الساحات الذي يعتبر إحدى اللحظات المفصلية في تاريخ تل أبيب ، حيث سحب أسماء المؤسسين أرقام الساحات التي فازوا بها باستعمال الأصداف البحرية . وكان منزل فايس أحد الديار الوحيدة التي ما زالت باقية منذ تأسيس المدينة عام 1909 بحيث أنه مصنوع تماشياً مع الأسلوب الذي | انتهجه فايس من الطوب المزخرف " بالأصداف البحرية .
