The sign belongs to the series of signs depicting outdoor sculptures throughout the city of Tel Aviv - Jaffa.

The sculpture drew its inspiration from a performance by the artist "Head sculpture" a sculpture in the shape of a T structure, which the sculptor wore on her head and walked with it in the streets of Tel Aviv (1973). The current sculpture was made on the 50th anniversary of that performance and has 3 T-shaped cubes.
When you look through the statue to the sea you get a picture frame (as you can see in the third picture below)
