המבנה תוכנן בשנת 1973 על ידי משרד האדריכלים מ. בר וי. הרשקוביץ, בתרומת משפחת מטרני, כדי להקים מועדון לעולי בולגריה. בעקבות מלחמת יום הכיפורים והמחסור בחומרי בנייה הושלמה בנייתו רק בשנת 1976, ואליו הועברה הספרייה העירונית המרכזית, שעד אז פעלה במרתף בפינת הרחובות שנקר וחומה ומגדל. בשנת 2005 הועברו לכאן משרדי מנהל החינוך העירוני, והמבנה משמש גם את מוזיאון הקריקטורה והקומיקס.

The sign shape is rectangular but its head is designed according to the silhouette of the old building of the Gymnasia Herzliya, which serves as a logo of the Council for the Preservation of Heritage Sites in Israel

Mirtani Library
The building was designed in 1973 by the office of architects M. Bar V. Hershkovitz, with the contribution of the Mirtani family, to establish a club for Bulgarian immigrants. Following the Yom Kippur War and the lack of construction materials, its construction was only completed in 1976, and the central municipal library was moved to it, which until then operated in the basement at the corner of Shenkar, Homa, and Migdal streets. In 2005, the offices of the Municipal Education Director were moved here, and the building is also used by the Caricature and Comics Museum.
