הוקם בשנת 1930 כמבנה רב-תכליתי. עד מלחמת החרור שימש לביטחון, ניהול ישובי, מרפאה, בית עם ומשרדי חברת "אחוזה ניו יורק"

כלל שלושה מפלסי בטון מזוין. במרתף התקיימו לימודים, פעילויות חברה ותפילות. ב-4 חדרי מפלס הביניים פעלו מרפאה ומינהלה.

הגג היה חומת מפגע עם חרכי ירי, תחנת נוטרים ומחסן נשק מורשה. במרכזו מגדל תצפית וזרקור.

כשגן יבנה הוכרזה ב-1950 כמועצה מקומית, הפך המבנה למשכן הרשות. הקומה העליונה נבנתה על בסיס חומת המפגע.

The first public building

Established in 1930 as a versatile structure. Until the War of Independence, it served as security, community management, clinic, family home and offices of the "New York Mansion"

Consisted of three reinforced concrete levels. In the basement there were studies, social activities and prayers. In the 4 middle-level rooms, the clinic and administration operated.

The roof was a bullet trap with firing holes, a monitoring station and a licensed firearm. At its center is an observation tower and spotlight.

When Gan Yavne was declared a local council in 1950, the building became the house of the local council. The upper floor was built on the basis of the bullet trap
