On the sign:

Translation of the text on the sign:
The Culture House was inaugurated in September 1938 after three years of construction and was the center of life at leisure. Here they heard radio, read newspapers, played the piano and rehearsed to the "dramatic circle", and here also presented "The Kingbur" in the performance of Givat Haim. The terrace served as a stage for performances and concerts. The crowd sat on the grass.
In the background is an orchard B and behind it bare hills - later Kfar HaRoea and Hibat Zion.
